Prisons/Jails : San Francisco Jail #3 (Design-Build)

This design-build project consists of a new 270,000 square foot adult detention facility for the City and County of San Francisco. The Jail facility included (4) four-story cast-in-place concrete housing units providing 768-beds for inmates, as well as supporting structures including a 2-story steel framed support services building with food service, locker rooms and laundry facilities, and a 2-story steel framed administration building.

The Crosby Group successfully addressed the significant structural design challenges for this project at its proposed site. The site posed a challenge due to its close proximity to the San Andreas Fault, a fault that is capable of producing large magnitude events with a high rate of seismic activity, as well as its location next to an environmentally-sensitive protected marsh environment. To address the seismic challenges posed by its proximity to the San Andreas Fault, special seismic design criteria was included in the structural design and a site-specific response spectrum was utilized to accurately reflect the seismic impact on the facility. To address the environmentally-sensitive adjacent marshland, the Crosby Group provided the design of all site structures including retaining walls, roadways, etc., to ensure that the new facility did not negatively impact the protected marsh and met all State and local environmental regulations.

As the Jail #3 facility was being brought online to replace an old and underperforming facility, the design-build team explored opportunities to accelerate the schedule to bring this new facility into operation as quickly as possible. From our experience on other fast-track concrete projects, Crosby Group suggested the use of tunnel-forms (reusable metal form system) for the cast-in-place housing structures due to the repetitive nature of its components. The design-build contractor implemented this process into the construction, and Crosby Group made the necessary modification to our design to accommodate tunnel-form construction. The use of tunnel-forms allowed the design-build team to accommodate an accelerated schedule which met the Client’s milestones.
