Office Complexes : EBMUD Administration Building Seismic Retrofit

The Crosby Group was entrusted by the East Bay Municipal Utility District (EBMUD)
to provide design services to seismically retrofit their nine-story administration
building in downtown Oakland. EBMUD is a vital agency that supplies water and provides
wastewater treatment for parts of Alameda and Contra Costa counties on the eastern side
of San Francisco Bay in Northern California.
This seismic retrofit project was challenging
due to the requirement to bring the structure up to current life-safety standards and the need
to maintain operational capability during the construction process. Prior to the upgrade the
buildings welded beam/column connections were subject to fracture in the event of a large seismic
event. The strategy was for Crosby Group to add passive energy dissipation (viscous dampers) to reduce the
demand on existing connections. The retrofit included using a 3D nonlinear time history analysis
with FEMA 351/252 as the benchmark.
